Under the sun, rows of photovoltaic panels glisten in the mountains. "At an average altitude of 4,300 meters, the PV modules generate electricity for up to 10 hours a day." Recently, in the Tibet Autonomous region Caipeng photovoltaic power station grid-connected power generation site, China Huadian Group Co., LTD. Tibet branch project leader Li Song told reporters. Xizang Caipeng photovoltaic power Station, located in Yadui Township, Naidong District, Shannan City, is currently the world's highest altitude photovoltaic power generation project. The power generation capacity of the power station can meet the electricity demand of 4,000 households for one day.

Caipeng photovoltaic power station is an epitome of the development of clean energy in the Tibet Autonomous Region. In recent years, Tibet has made great efforts to tap the potential of clean energy, continuously promoted the construction of a number of clean energy projects, and made great progress in clean energy industries, mainly water, wind and light.

It has a unique resource advantage

The reporter recently learned from the State Grid Tibet Electric Power Co., LTD., that in 2023, Tibet successfully completed the goal of sending 2.57 billion KWH of electricity. Among them, hydropower accounted for 53.72%, photovoltaic power accounted for 36.32%, wind power accounted for 1.4%, green electricity in Tibet's energy structure has exceeded 90%. Tibet's power grid has basically realized clean energy as the main source of power supply.

Where is Tibet's strength in developing clean energy?

Tibet is rich in clean energy resources, with hydropower resources of 180 million kilowatts, photovoltaic resources of 9.8 billion kilowatts and wind energy resources of 110 million kilowatts, with huge potential for development.

In addition to its unique clean energy resources, Tibet has also adopted policies to drive the high-quality development of clean energy.

Recently, the National Energy Group of Tibet Nagqu City Seni District Omatingga 100 MW wind power project put into operation. The project, which started construction in April 2023, consists of 25 turbines with a single capacity of 4 MW. The project can provide about 200 million KWH of clean electricity per year, which can meet the annual electricity consumption of 230,000 local people, save about 60,000 tons of standard coal, reduce carbon dioxide emissions about 160,000 tons, and play an important role in improving the local energy structure and ensuring the safe supply of winter heating and electricity.

"Zeny District makes full use of its rich resource advantages, comprehensively enhances the increase, promotes the simultaneous implementation of projects under construction and the overall plan, and continuously expands the installed scale and industrial base of clean energy." At the two sessions of the Tibet Autonomous Region in 2024, Yong Ze, deputy to the People's Congress of the Tibet Autonomous Region and head of Serni District of Nagqu City, said, "Serni District has also established a working mechanism for districtlevel leadership to guarantee clean energy projects, set up a special class service group, and actively serve and promote the construction progress of key projects. At the same time, we will continue to promote the implementation of clean energy projects such as oxygen and hydrogen production and clean energy heating."

And it's not just Thene. The reporter learned that in recent years, Tibet has actively served the construction of a national clean energy base, accelerated the construction of a new power system demonstration zone, and fully played the role of a clean energy innovation and development center platform. At the same time, Tibet supports innovation in clean energy technologies through the whole chain of basic research, technological research and development, and demonstration application, opening up pathways for the transfer and transformation of scientific and technological innovation achievements, supporting the construction of an energy system on the Qinghai-Tibet Plateau with wind power, photovoltaic power generation, hydropower, water-solar complementary power generation, solar thermal and geothermal energy as the main sources of clean energy, and strengthening the construction of clean energy transmission channels. Promote green and low-carbon energy transformation.

More opportunities for the clean energy industry

At the end of 2023, Tibet Shuifeng Energy Storage Technology Innovation Center passed the construction period acceptance organized by the Tibet Department of Science and Technology. This is the only one of the first four innovation centers in Tibet to be evaluated as excellent, and it will shoulder the mission of technological self-reliance in the field of clean energy in Tibet in the future.

Xizang Shuifeng Energy Storage Technology Innovation Center, led by Power China Chengdu Survey, Design and Research Institute Co., LTD., was approved for construction in December 2021. Xia Yong, director of the Innovation center and chief engineer of Chengdu Institute, said: "During the construction period, the center will focus on the development and utilization of clean energy storage, new power systems, plateau major equipment, digital intelligent technology, and promote high-level scientific research."

In the future, with the continuous progress of technology and the continuous expansion of the market scale, Tibet's clean energy industry will usher in more development opportunities. The reporter learned from the "Proposal of the Committee of the Tibet Autonomous Region of the Communist Party of China on Formulating the 14th Five-Year Plan for National Economic and Social Development and the long-term Goals of 2035" that Tibet will speed up the large-scale development of clean energy by accelerating the construction of infrastructure such as power supply, power grid and oil and gas, so as to form a comprehensive energy system based on clean energy and complementary oil and gas and other new energy sources. At the same time, Tibet will accelerate the construction of clean energy transmission channels in the upper reaches of the Jinsha River (Tibet and Sichuan sections), improve the backbone of Tibet's power grid, strengthen the interconnection with the southwest power grid, scientifically develop photovoltaic, geothermal, wind power, solar thermal and other new energy sources, accelerate the "photovoltaic + energy storage" research and pilot, vigorously promote the complementarity of water and wind, and promote the development and utilization of clean energy and electrification process.
