According to the Shandong Provincial government work report, the province's economic development will make a new leap in 2023. From the perspective of quality and efficiency, the investment in the "four new" economy increased by 11.1%, accounting for more than 57%. The output value of high-tech industries accounted for about 51%. Energy consumption per unit of GDP continued to decline, and the total installed power generation capacity of new and renewable energy exceeded 93 million kilowatts.


Zhang Xiaobin, executive vice president and Secretary general of Shandong Solar Energy Industry Association, said: "The installed capacity of wind power and photovoltaic power grid in Shandong exceeded 80 million kilowatts. Among them, the installed capacity of photovoltaic is 56.377 million kilowatts, and the installed capacity of wind power is 25.911 million kilowatts. Thanks to the introduction of the dynamic time-of-use tariff policy for industry and commerce, the electricity load in Shandong's evening peak is transferred to noon, increasing the photovoltaic midday consumption. From the actual power load curve of the whole network, the average power load in the noon photovoltaic period (low electricity price period) increased by about 3.5 million kilowatts, and the power load in the evening peak period (high electricity price period) decreased by about 2 million kilowatts, and the peak shift effect was very obvious, and the utilization rate of new energy increased. In addition, emerging industries such as energy storage and offshore PV are also doing well."


Zhejiang Province has taken the project of green and low-carbon energy development and stable supply and price as one of the "ten major projects", adding 11.98 million kilowatts of installed power, and is expected to reduce energy consumption per unit of GDP by more than 3.3%. China Energy News reporter learned from the Zhejiang Energy Regulatory Office that Zhejiang Province will add 8.5 million kilowatts of wind installed capacity in 2023, and the proportion of renewable energy installed capacity exceeds coal power for the first time.


According to the work report of the Sichuan provincial government, the province has made solid progress in green and low-carbon development. The construction of 13 hydropower stations, 21 photovoltaic projects and 18 wind power projects has been accelerated, and the world's largest water-light complementary project, Kolla photovoltaic power station, has been connected to the grid for power generation. The province's installed capacity of clean energy reached 110 million kilowatts, accounting for 86.7%, of which the installed capacity of hydropower was 97.59 million kilowatts, ranking first in the country.


According to the Jiangsu provincial government work report, in 2023, the province issued a special implementation plan for carbon peak, promoted the clean and efficient use of coal, and the proportion of installed renewable energy rose to 36.4%, and three pilot areas and parks were selected as the first batch of carbon peak pilot areas in the country. At the same time, we will continue to build the "51010" strategic emerging industrial cluster, actively carry out provincial-level integration cluster pilot, and vigorously develop emerging industries such as bio-manufacturing, smart grid, new energy, and low-altitude economy.




Target the pain points to determine the target


Zhang Anhua, deputy director of the Sustainable Development Research Center of the Chinese Academy of Social Sciences, told China Energy News: "By the end of 2023, the cumulative installed power generation capacity of the country is about 2.92 billion kilowatts, an increase of 13.9%. Among them, the installed capacity of solar power generation was about 610 million kilowatts, an increase of 55.2%. The installed capacity of wind power was about 440 million kW, up 20.7 percent year on year. In 2023, the country's new installed solar power capacity increased by 148% year-on-year, about the sum of new solar power installed in the past four years. At the same time, the total installed capacity of solar and wind power generation will increase from 760 million kilowatts at the end of 2022 to 800 million kilowatts, 900 million kilowatts and 1 billion kilowatts, and reach 1.05 billion kilowatts by the end of 2023. The speed of development is amazing. But it should be noted that this will put pressure on grid-connection, output, consumption and other links."


On the one hand, the urgent need for energy transformation development, the rapid growth of new energy installed capacity across the country, on the other hand, the local capacity to send or consume new energy is limited, and new energy power generation is unstable, and it is urgent to improve the adjustment capacity. In this regard, many governments have made plans in their work reports.


The Shandong Provincial government work report proposed to speed up the construction of five clean energy bases, complete the Bozhong offshore wind power projects, start the Shidao Bay nuclear power expansion phase I, the first batch of centralized onshore wind power projects, new energy and renewable energy power generation capacity exceeded 100 million kilowatts. Demonstration projects for the development and utilization of geothermal energy will be accelerated. Weifang, Tai 'an, Zaozhuang and other pumped storage projects and Linyi light hydrogen storage integration projects, completed the Feicheng salt cave compressed air, Hanting electrochemical energy storage and other projects, the new energy storage scale reached more than 5 million kilowatts. At the same time, explore the "source network load and storage" integrated development model, and create green electricity production model area.


Zhang Xiaobin believes: "Up to now, Shandong's new energy development mainly relies on photovoltaic, especially distributed photovoltaic. While adjusting the structure of power generation, the problem of absorption should also be considered. The main pain point in the development of new energy is the mismatch between output and load, and to solve this contradiction, energy storage has to be mentioned. Shandong mainly chooses the mode of centralized bus distribution of energy storage, which is technically feasible and economically good. In addition, Shandong has also proposed cloud storage aggregation, which can be seen as the prototype of the architecture of virtual power plants, but the initial investment is relatively large."


"There are five ideas for storage." Zhang Xiaobin further pointed out that, "In addition to the above two types of energy storage, Zhejiang, Jiangsu and Guangdong take the peak valley arbitrage route, that is, the energy storage is charged in the valley electricity, and the peak electricity is released for use, avoiding the use of high-priced electricity to save electricity costs." The northwest region develops independent shared energy storage and regulates power generation on the power side through a centralized energy storage system. In addition, there are some areas to choose distributed station distribution route, economy is obvious."


We will accelerate the introduction of green electricity into the market


Looking to the future, local governments have put forward more aggressive goals for the development of the energy industry. The Shandong provincial government work report said that it will ensure the security of energy supply, vigorously transform and upgrade traditional power projects, and strive to bring more than 130 billion kilowatt-hours of foreign electricity into Shandong, and increase the proportion of green electricity to about 20%.


Zhejiang Energy Regulatory Office revealed that in 2024, Zhejiang will further accelerate the construction of modern energy infrastructure. The provincial government work report made it clear that the construction of modern energy infrastructure such as power supply, power grid, energy storage, and natural gas pipeline network was coordinated and promoted, and the installed capacity of new power supply projects was 26 million kilowatts, of which the installed capacity of green electricity accounted for 85%; The newly put into operation power supply project installed capacity of 12 million kilowatts.


In this regard, Zhang Xiaobin proposed that to continue to promote the development of new energy, it is necessary to accelerate the promotion of new energy into the market and enhance market maturity. "This trend is irreversible. According to the current plan, by 2030, the national unified electricity market system is basically completed. With the establishment of a unified national electricity market system, renewable energy will all enter the market by 2030. The industry is looking forward to the introduction of rules for new energy to participate in the power market, escort new energy to participate in the power market, help enterprises push back marginal costs, control risks, and promote the sustainable and stable development of the industry."


For promoting the development of green energy, Zhang Anhua stressed that the innovation and construction of market mechanisms for the coordinated development of the electricity market, the carbon market and the green certificate market should be accelerated. At the same time, strengthen the organic connection of green electricity trading, carbon trading and green certificate trading markets, promote the application of various trading scenarios and trading elements in a wider range, learn from the accumulation of relevant trading knowledge and experience such as conventional electricity and green electricity trading, and combine relevant international practice cases to promote the formation of an effective coordination mechanism as soon as possible.


Zhang Anhua further suggested that we should continue to promote the development of green power in China and strive to strengthen demand side expansion. In the future, it is necessary to actively promote demand-side related entities, such as load aggregators, user-side energy storage, integrated energy services, virtual power plants and other new market entities to enter the power market, give full play to the role of demand-side participation in the regulation of the system, and promote the faster and better development of the green electricity consumption market.
